Border crossing and passport control
The Border Guard is responsible for border checks on persons at border crossing points. Finnish citizens must carry a passport when leaving the country. Photo identity cards issued by the police are valid travel documents in travel within the European Union.
Foreign nationals must carry a passport when entering Finland. A visa is also required for all those not exempt from visa on the basis of an agreement between Finland and their country of origin. Most EU citizens can, however, use an identity card as a travel document. More information concerning travel documents to Finland You can find from web-pages of Ministry for Foreign Affairs.
Entries and exits are permitted through official passport control points. The Ministry of Interior may grant a special permission to cross the border also at other points upon written application submitted to the Border Guard Districts. The application must include -the travelers' personal and address information - nationality, name, registration mark and radio call code of the vessel or aircraft - date and place of crossing - purpose of entry or exit
